RDPHCA’s governing documents specify that the Members hold an annual election by secret ballot to choose a Board of Directors; that Board will then guide the HOA through the coming year.
Complex new State Codes for HOA elections became effective January 1, 2020. The Codes lengthened the election time for us by approximately 90 days, quadrupled the number of notices we have to send out (while repeating much of the same information)—and almost all of this must be delivered via the US Postal Service. Our budget has taken a big hit; Board Members’ time has also taken a big hit because of the background preparations involved in getting the notices and packets out in a timely manner.
All of this is to prevent voter fraud—according to our Legislators in Sacramento—and any impacts to HOAs were not a consideration. Hopefully in the future the laws will change so we can email all election materials.
Until that happens, please be prepared for the onslaught of paper prior to each election cycle.
